Ukrainian President Volodymyr Zelensky States He Lacks Explicit Security Pledge from Partner Nations
President Zelensky has stated that European allies have not given him solid assurances that they will defend Ukraine in the event of a fresh offensive by Russia.
"I am asking this very question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on Wednesday.
His comments come a day after the UK and France signed a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is agreed.
However, full security guarantees have not been agreed. The United States, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a commitment at discussions held in the French capital on the previous day.
Outcomes from the Paris Discussions
After the Paris talks, which involved some 30 countries that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be deployed.
Partner nations suggested that the US would assume a leading role in overseeing any ceasefire. But the central sticking point of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.
The Russian government has not yet commented on the announcement made in the city of Paris.
Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Russian forces now occupies about 20% of Ukraine's land.
The President's Evolving Stance
Sir Keir described the bilateral declaration as "a vital part of our dedication to support Ukraine for the foreseeable future".
He added: "It establishes the pathway for the legal framework under which allied military personnel could function on Ukraine's territory, protecting Ukrainian airspace and waters, and rebuilding Ukraine's military for the years to come."
Zelensky hailed that accord as a "significant leap of progress".
A day later, however, he seemed more cautious.
"I see the will, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when questioned if nations in Europe would defend Ukraine.
"However, until we lack such binding security pacts - legally binding, supported by parliaments, supported by the United States Congress - this crucial issue remains unresolved. And even if they do, you must ultimately depend first and foremost on your own strength."
Persistent Challenges and Fighting
The Paris talks were also significant owing to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.
One envoy stated the participating countries "largely finished" their work on finalizing security arrangements.
Last week, the President indicated a peace deal was "90% ready".
Questions of land and defense pledges have been at the center of outstanding matters for negotiators.
Putin has repeatedly warned that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to end the war.
The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.
Russian forces now holds about 75% of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The two regions form the industrial Donbas region.
It has been intensifying attacks against cities in Ukraine - with a focus on power facilities. Russia has also made slow progress in seizing additional Ukrainian land.
Ukraine has hit back at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
